Associate Professor

Omar Houri received his PhD in Constitutional Law in 2004 from Ludwig Maximilians University, Munich, Germany and an LL.M. in 2001 in Judicial Review in Germany from Ludwig Maximilians University, Munich, Germany. He obtained an LL.M. in 1996 from Duke University School of Law, Durham, North Carolina, USA. He also has a BA in Law from Beirut Arab University in 1994. Prior to his position as Secretary General of Beirut Arab University in 2015, he worked as the Director of the Human Rights Centre at BAU, the Head of the Public Law Department at the Faculty of Law and Political Sciences at Beirut Arab University, the Head of Legal Clinics at the Faculty of Law and Political Sciences at BAU, and a Member of the Lebanese Bar Association since 1995.

      الأهداف العامة للمقرر

      - يهدف هذا المقرر الى تعريف الطلاب على المبادئ الدستورية العامة وعلى خصائص الدستور اللبناني والمؤسسات الدستورية في لبنان.
      - يهدف المقرر بداية الى التعريف بمفهوم القانون الدستوري ومعاييره ونشأة الدساتير وانواعها وطرق تعديلها ونهايتها.
      - دراسة طبيعة أحكام الدستور والرقابة ( مبدأ سمو الدستور وأساليب الرقابة على دستورية القوانين )
      - دراسة النظام الدستوري اللبناني ( ظروف نشأة الدستور اللبناني، التعديلات الدستورية)
      - دراسة طبيعة النظام الدستوري اللبناني ( نظام جمهوري، نظام برلماني، نظام ديمقراطي ليبرالي، نظام طائفي)
      - دراسة مضمون الدستور اللبناني ( المقدمة ومدى الزاميتها)
      - دراسة تنظيم السلطات العامة في لبنان لا سيما :
      السلطة التشريعية ( تشكيل وآليات عمل واختصاصات مجلس النواب اللبناني والنظام الانتخابي)
      السلطة التنفيذية ( رئيس الجمهورية، مجلس الوزراء )
      السلطة القضائية ( الهيكلية القضائية في لبنان والعلاقة بين السلطة القضائية وباقي السلطات)
      - المجلس الدستوري ( إنشاؤه وطريقة عمله واختصاصاته)

        Course Description

        This course aims at introducing students to the principles of human rights and its foundations. The importance of human rights in our societies not only from a theoretical point of view, rather more from a practical one will be highlighted throughout the course. Special attention shall be given to certain global themes on human rights, which touch on critical topics related to our society.
