Beirut Arab University’s Involvement in National SDG Policy Development
Direct Engagement in National SDG Policy Processes
Beirut Arab University (BAU) actively contributes to Lebanon’s Sustainable Development Goals (SDG) policy agenda through direct involvement with government bodies and policy forums. The university is a recognized partner in national and regional SDG initiatives. Notably, BAU was selected as the Institutional Coordinator for SDG 9 (Industry, Innovation and Infrastructure) under the International Association of Universities (IAU) Global Cluster program iau-hesd.net. In this role, BAU’s Dean of Architecture represented Lebanon’s academia in high-level SDG meetings – for example, sharing insights at a regional meeting on the role of Arab universities in achieving the SDGs (Cairo, Sept 2019) as the representative of BAU leading the SDG 9 cluster iau-hesd.net. Through such representation, BAU helps identify national challenges and shape strategy discussions around sustainable industry and infrastructure development.
BAU also engages in national multi-stakeholder bodies that interface with government on sustainability. The university holds leadership positions in the Association of Universities in Lebanon (UAOLB), a body that develops strategies to maximize universities’ contributions to Lebanon’s social and economic well-being iul.edu.lbiul.edu.lb. By collaborating within UAOLB, BAU indirectly inputs into national higher education and research policy aligned with SDGs. Furthermore, BAU’s experts are often consulted in national initiatives – for instance, BAU faculty participated in Lebanon’s National Youth Policy Symposium in 2025, working alongside policymakers and UN agencies to address youth-related SDG priorities (e.g. quality education, gender equality, and civic engagement) m.facebook.com. Such engagements enable BAU to contribute academic expertise to policy development, scenario modelling, and progress monitoring for the 2030 Agenda.
Collaborations with Government Ministries and Agencies
BAU has formal partnerships with Lebanese ministries that facilitate direct input into policy implementation and review. A landmark Memorandum of Understanding (MoU) with the Ministry of Environment was signed on March 10, 2015 between BAU President Amr Galal El-Adawi and Environment Minister Mohamad Mashnouk bau.edu.lb. This MoU established a framework for academic-government cooperation on environmental issues – the Ministry committed to provide data and support for BAU research and student projects, enabling the university to investigate environmental challenges and recommend solutions bau.edu.lb. As a result, BAU has been embedded in national efforts to identify environmental problems and inform policy. For example, BAU’s campus became a model for waste management when the Environment Minister launched a waste recycling project at BAU in 2014 in partnership with a local NGO civilsociety-centre.org. This pilot, patronized by the Ministry, allowed BAU to demonstrate effective waste reduction strategies, with findings shared to guide broader national waste management policies.
In the agricultural and food security domain, BAU collaborates with government to ensure standards and solve problems. In 2013, BAU signed an agreement with the Ministry of Agriculture to analyze imported veterinary drugs bau.edu.lb, supporting government regulators in safeguarding animal health and food supply chains. More recently, BAU researchers from the Faculty of Health Sciences partnered with the Ministry of Economy and Trade to tackle food adulteration. In 2024–2025 they conducted a comprehensive market study on tomato paste adulteration, testing local and imported products iau-hesd.net. This rigorous investigation developed new detection methods and established quality benchmarks **now informing national food safety standards】 iau-hesd.net. By translating academic research into practical guidelines, BAU directly influenced policy measures for consumer protection and responsible production (SDG 12). Likewise, BAU’s scientists have advised ministries on environmental management techniques – the Department of Biology carried out studies on wastewater treatment using wetland plants (macrophytes) in cooperation with the Ministry of Environment and local municipalities, providing data to improve water and sanitation policies bau.edu.lb. BAU has also engaged with the Ministry of Public Health and others through student projects and competitions addressing public health and social welfare challenges, ensuring that emerging professionals contribute ideas to national SDG strategies.
Importantly, BAU plays a role in monitoring and reporting on intervention outcomes. Through its agreements with ministries, the university’s research centers regularly feed findings to government agencies, enabling evidence-based policy adjustments (adaptive management). For instance, the results of the BAU–Ministry of Economy study on food quality were shared with policymakers to refine market inspection regimes iau-hesd.net. BAU’s ongoing collaboration with the National Council for Scientific Research (CNRS-Lebanon), initiated by a 2019 cooperation agreement, further bolsters national monitoring capacity. This partnership established a joint framework for environmental and urban research and GIS-based analysis, aligning BAU’s technical expertise with national data needs bau.edu.lb. By jointly investigating issues like air quality, urban growth, and climate trends, BAU and CNRS provide the Lebanese government with forecasts and scenario models to guide long-term sustainable development planning.
Partnerships with UN Agencies and SDG Platforms
BAU amplifies its policy impact through collaborations with United Nations agencies and regional SDG platforms, which often work closely with the Lebanese government. In March 2019, UNESCO Beirut, BAU, and the Hariri Foundation co-organized a UNESCO-MOST School on “Youth Civic Engagement and Public Policies for Urban Governance” iau-hesd.net. This three-day program trained young researchers and students (including BAU participants) in policy-oriented urban research, with the aim of informing inclusive urban policies (supporting SDG 11). By hosting and contributing expertise to this program, BAU helped build capacity for evidence-based policy among youth and fed into policy dialogues on urban development. BAU’s Human Rights Center similarly partnered with the Lebanese National Commission for UNESCO to host the 8th NGO Fair in 2024, focusing on “Bridging Gaps, Celebrating Rights, and Advancing the SDGs” bau.edu.lb. This multi-stakeholder forum – involving NGOs, government representatives, and international partners – facilitated exchange on national challenges like inequality and environmental protection, reinforcing BAU’s role in convening actors to refine SDG strategies and monitoring progress.
The university actively works with UN development agencies to advance national goals. BAU has collaborated with UNIDO on programs to boost industrial innovation and entrepreneurship. In June 2019, BAU hosted a “Training of Trainers: Enterprise Development & Investment Promotion” workshop organized by UNIDO’s Investment and Technology Promotion Office, which trained students and startups in developing innovative enterprises iau-hesd.net. Such initiatives align with Lebanon’s SDG 8 and SDG 9 objectives, and BAU’s involvement ensures that outputs (e.g. startup projects, research on industry) are communicated to policymakers working on economic recovery and decent work iau-hesd.netiau-hesd.net. BAU has also partnered with UN agencies on social policies: for example, in 2021–2022, BAU joined with UNFPA, UNESCO, and UNODC in a youth-led rehabilitation initiative responding to the Beirut Port explosion facebook.com. While this project was community-focused, it generated insights on youth empowerment and psychosocial support that were shared with national authorities formulating SDG-related social programs.
Regionally, BAU is an active contributor to Arab SDG policy dialogues. The university regularly participates in the Arab Forum for Sustainable Development (AFSD) and related ESCWA conferences, where academia, governments, and UN agencies review regional SDG progress. BAU representatives bring Lebanon’s perspective and university research findings to these forums (for instance, presenting case studies on community resilience and urban sustainability in international conferences in 2019) iau-hesd.net. This engagement at the regional level allows BAU to indirectly shape national policy by echoing Lebanon’s challenges and successes, and by bringing back global best practices for local adoption. BAU’s leadership in the IAU SDG 9 Global Cluster also meant hosting international workshops (planned in coordination with UNESCO and IAU) to train universities on supporting SDG 9 implementation iau-hesd.net. Government officials and UN experts were involved, ensuring the recommendations (on fostering innovation and resilient infrastructure) would feed into national and regional policy frameworks.
Impact on Policy Development and Adaptive Management
Through the above partnerships and initiatives, BAU contributes comprehensively to the SDG policy cycle in Lebanon. The university’s research and outreach help identify problems and set policy priorities – for example, highlighting gaps in waste management, food safety, or urban planning and presenting solutions. BAU has been instrumental in developing policies and strategies by providing expert input: its faculty have served as advisors on environmental laws and social policies, often drawing on university-led pilot projects (such as campus sustainability measures or community development programs) as models for national policy interventions. BAU-led studies have been used to model future scenarios; notably, BAU’s environmental researchers, in collaboration with the Ministry of Environment, have conducted climate impact assessments and biodiversity surveys that project outcomes with or without remedial actions, informing Lebanon’s climate change policy (aligned with its Paris Agreement commitments) bau.edu.lbiau-hesd.net.
Moreover, BAU is involved in monitoring and reporting on SDG interventions. By leveraging its laboratories and centers of expertise, BAU collects and analyzes data on program outcomes – whether it’s testing water quality before and after a new treatment policy, or evaluating the social impact of youth empowerment projects. These findings are shared in conferences, reports, and directly with relevant ministries, thereby closing the feedback loop. For example, BAU’s partnership with the Ministry of Economy on food quality led to ongoing reporting that helps regulators adapt import inspection procedures iau-hesd.net. Similarly, BAU’s Urban Lab has worked with local authorities (e.g. Beirut Municipality) on infrastructure upgrades in vulnerable neighborhoods, continuously evaluating the impacts and advising on adjustments for better results iau-hesd.net. Such efforts embody adaptive management, where BAU’s evidence-based recommendations enable government agencies to refine policies and interventions over time.
Conclusion
In summary, Beirut Arab University plays a proactive and multifaceted role in national SDG policy development in Lebanon. Through direct collaboration with government ministries – from Environment and Agriculture to Economy and Industry – BAU provides research, expert analysis, and pilot initiatives that inform policymaking and standard-setting iau-hesd.netcivilsociety-centre.org. Concurrently, the university’s partnerships with UN agencies and participation in regional SDG platforms allow it to channel international support and best practices into the national context iau-hesd.netiau-hesd.net. BAU’s contributions range from high-level strategy (helping shape national SDG priorities and reporting) to on-the-ground problem-solving (developing and testing solutions for sustainable development challenges). These contributions are well-documented through events, agreements, and outcomes: from MoUs securing government-university knowledge exchange, to joint workshops and studies whose recommendations have been adopted as policy. By integrating academic rigor with public policy needs, BAU significantly bolsters Lebanon’s capacity to achieve the Sustainable Development Goals, ensuring that development strategies are informed by evidence, inclusive dialogue, and a commitment to continuous improvement iau-hesd.netiau-hesd.net.
